Bayswater’s station opened in 1889 as Macauley and took the Bayswater name in 1894, and since December 2016 the line has run in a trench under Mountain Highway and Scoresby Road. Eastern Skip Hire delivers skips across Bayswater, to the houses and townhouses west of the station and the factories and workshops of its industrial estate.

Bayswater is all City of Knox. Bayswater North, across Dandenong Creek, shares the 3153 postcode but is in Maroondah, with a different permit for a skip on the road, so tell us the suburb as well as the postcode.

A skip on the street in Bayswater

On your driveway, no permit is needed. On the road or nature strip, the City of Knox wants a permit first, and the skip company applies for it, so we arrange it when the skip can’t fit on your property.

  • Skip company applies, not you

    Knox

Knox says residents and property owners do not need to apply: only the skip provider can. A placed skip can be at most 7.5 m long, 2.5 m wide and 1.5 m high.

Fee: $196 per placement for a one-off permit (up to 7 days, at least 14 days’ notice), or $58 per placement for accredited providers on a $563 annual permit

Every council’s rule side by side: skip bin permits in Melbourne’s east.

Bayswater homes and workshops

About one home in four is a townhouse or unit, double Victoria’s share, by the 2021 Census.

  • 27.3%of occupied homes are townhouses, units or semi-detached (Victoria: 13.9%)
  • 33.5%are rented (Victoria: 28.5%)
  • 11.0%are flats or apartments

Townhouses with a short driveway and rentals cleared out between tenants often suit a mini skip, while the older family houses suit a bigger one for a renovation.

About 32% of Bayswater is zoned for industry, by our count of Vicmap planning data, and its factories and workshops need skips too. Tell us the waste and how a truck gets in, and we’ll suggest the size.

Garden clean-ups: fewer tree overlays, one rule to check

Most Bayswater homes carry no vegetation overlay, unlike the foothill suburbs to the east.

The exception is the small Vegetation Protection Overlay areas, about 5.5% of Bayswater’s residential land by our count. There, Knox needs a permit to remove, destroy or lop native vegetation above each schedule’s size: under Schedule 3, the most common here, a native tree 8 m or taller, or with a trunk girth of 0.3 m or more at 1.2 m above the ground.

A state-wide rule applies on top of that. In most residential zones (not Low Density Residential), Clause 52.37 needs a permit to remove, destroy or lop a canopy tree at least 5 m tall with a canopy averaging at least 4 m across. On a block with a house, that narrows to trees with any part of the trunk within 6 m of the narrowest street frontage or 4.5 m of the rear boundary. A dead tree is exempt. Look up your block on VicPlan, or ask the council, before you cut.

Creeks, storms and clean-ups in Bayswater

Dandenong Creek forms Bayswater’s northern edge, and Knox’s flood plan names Old Joes Creek for flash flooding.

The SES lists Bayswater among the Blind Creek catchment suburbs most likely to be affected in a flood, and Knox’s flood plan says a number of homes along Old Joes Creek are at risk in a 1-in-100-year flood. By our count of Vicmap planning data, most of Bayswater’s mapped overland-flooding land is in the industrial area.

Between June 2010 and June 2021, the SES logged 288 tree-down requests in Bayswater. If a skip has to go on the road or nature strip, Knox’s permit conditions keep it off drainage pits and channels, so water can still get away in a storm.

Common questions

Is there a tip in Bayswater?

No. Knox Council’s transfer station is the Knox Transfer Station and Recycling Facility, at 251 George Street, Wantirna South, about 4 km from Bayswater’s edge in a straight line, by our measure. Its operator lists its hours as 7:30am to 4:30pm Monday to Saturday and 9am to 4:30pm on Sundays and public holidays. It doesn’t take asbestos, hazardous chemicals or food waste.

What won’t Knox’s hard rubbish collection take?

Building, demolition and renovation materials; soil, bricks, concrete, rubble and tiles; gates, fencing, trellis and pallets; and asbestos. Knox homes get two booked collections a financial year, put out on the nature strip, and nothing heavier than 30 kg and longer than 1.5 m, unless it’s a mattress, bed base or fridge.
