Rowville is named after the Row family of Stamford Park, whose 1882 homestead off Stud Road is on the Victorian Heritage Register. Eastern Skip Hire delivers skips across Rowville, from the estates built from the 1970s to the former Kingston Links golf course, rezoned in 2018 for about 800 new homes.

Rowville was mostly farmland until the 1960s, and its population doubled between 1991 and 2006, according to a 2021 report for Knox Council.

A skip on the street in Rowville

On your driveway, no permit is needed. On the road or nature strip, the City of Knox wants a permit first, and the skip company applies for it, so we arrange it when the skip can’t fit on your property.

  • Skip company applies, not you

    Knox

Knox says residents and property owners do not need to apply: only the skip provider can. A placed skip can be at most 7.5 m long, 2.5 m wide and 1.5 m high.

Fee: $196 per placement for a one-off permit (up to 7 days, at least 14 days’ notice), or $58 per placement for accredited providers on a $563 annual permit

Every council’s rule side by side: skip bin permits in Melbourne’s east.

Rowville homes are big, and so are the jobs

More than half of Rowville’s homes have four or more bedrooms, by the 2021 Census.

  • 52.6%of homes have four or more bedrooms (Victoria: 32.6%)
  • 91.8%of occupied homes are separate houses
  • 2.9people per household, on average

A four-bedroom house clear-out, a full renovation or a landscaping job usually needs a bigger skip than a unit clean-out. Tell us how wide the driveway is, and we’ll check the size fits.

Garden clean-ups and the tree rules

Most Rowville house lots sit outside the environmental overlays, which cover the creek corridors, parks and quarries.

The overlay a Rowville home is most likely to meet is Schedule 4 of the Vegetation Protection Overlay, “canopy tree protection”, on about 7.5% of residential land by our count. It needs a permit to remove, destroy or lop native vegetation and listed trees such as lemon-scented gum, brush box and red-flowering gum, unless the tree is under 5 m tall with a trunk girth under 0.5 m at 0.5 m above the ground.

On the bush edges beside Churchill National Park and Lysterfield Park, homes in the designated bushfire prone area can use Clause 52.12 to clear vegetation close to the house without a planning permit, with conditions.

A state-wide rule applies on top of that. In most residential zones (not Low Density Residential), Clause 52.37 needs a permit to remove, destroy or lop a canopy tree at least 5 m tall with a canopy averaging at least 4 m across. On a block with a house, that narrows to trees with any part of the trunk within 6 m of the narrowest street frontage or 4.5 m of the rear boundary. A dead tree is exempt. Look up your block on VicPlan, or ask the council, before you cut.

Creeks, storms and clean-ups in Rowville

Dandenong Creek forms Rowville’s western edge and Corhanwarrabul Creek its northern edge, both with walking trails.

Knox’s flood plan records Dandenong Creek reaching major flood level at the Rowville gauge, by the Police Road retarding basin, on 3 February 2005 and 18 September 1984. Levees run along parts of Monbulk and Corhanwarrabul creeks.

In the storm of 13 February 2024, the SES Knox unit named Rowville among its worst-hit areas, after Ferntree Gully and Knoxfield, as the Ferntree Gully Star Mail reported.

Knox’s transfer station is the Knox Transfer Station and Recycling Facility, at 251 George Street, Wantirna South, about 3 km from Rowville’s edge. Knox also lists the Lysterfield Transfer Station on Wellington Road, about 5 km from Rowville’s edge, and the Monash Recycling and Waste Centre at 380 Ferntree Gully Road, Notting Hill. Distances are in a straight line, by our measure. For a renovation’s worth of waste, compare a skip with the cost of trailer trips.
